Race Issues in Maryland?

The Hill has this story today: “Race issues dog Cardin and Mfume in Senate primary. Perhaps I was up too late last night, but I’ve scanned the story a few times, and can’t figure out what the race “issues” are in Maryland – except that blacks will vote for Mfume and whites will vote for Cardin.
